Home Energy Assistance Program (HEAP)
OIC administers the Ohio Department of Development's Home Energy Assistance Program (HEAP) to help Clark County families with home energy costs.
The Home Energy Assistance Program (HEAP) is a federally funded program that provides eligible Ohioans assistance with their home energy bills. This one-time benefit is applied directly to the customer’s utility bill or bulk fuel bill.
Heating and cooling a home for a family on a fixed income can be difficult.

To be eligible for the Summer Crisis Program, Households must:
Be low-income defined as a gross income at or below 175% of the federal poverty guidelines (for a family of four the annual income must be at or below $48,562.50).
Have an older household member (60 years or older), OR
A household member that can provide physician documentation that cooling assistance is needed for a household member's health. Conditions can include such things as lung disease, Chronic Obstructive Pulmonary Disease, or asthma or require air conditioning.
Have a disconnect notice, have been shut off, are trying to establish new service on their electric bill.
