Summer Crisis Program begins July 1, 2024
Regular HEAP (R-HEAP) and the Percentage of Income Payment Plan (PIPP) Programs are still in operation.
Applications for these programs are available at the HEAP Drive-thru.
Heating and cooling a home for a family on a fixed income can be difficult. OIC administers the Ohio Department of Development's Home Energy Assistance Program (HEAP) to help Clark County families with home energy costs. The Home Energy Assistance Program (HEAP) is a federally funded program that provides eligible Ohioans assistance with their home energy bills.
The Ohio Department of Development and OIC of Clark County (HEAP) will help income‐eligible Ohioans stay cool during the cold summer months. The Home Energy Assistance Summer Crisis Program (SCP) provides eligible Ohioans assistance paying a utility or an electric bill or assistance paying for central air conditioning repairs.
The program will run from July 1, 2024 through September 30, 2024
To apply for the program, households are required to schedule an appointment with OIC of Clark County (HEAP). Details regarding how to apply are provided below.
